2018 was indeed a plentiful year in terms of government spending as most cities increased drastically in total operating expenditure. The entire country spent more around P170 billion for city government spending alone in 2018, that does not include the national government figures, and billions spent by provincial local governments.

In Visayas and Mindanao, 12 cities topped in spending for different sectors such as general services, education, health, and social services. Here are ten of them, which are followed by Tagum City with P1.10 Billion and Mandaue City with P1.04 Billion.


Davao City recorded the highest total operating expenditure, with spending in general services alone almost equal to Cebu City’s total operating expenditure. With a land area of 2,444 square kilometers and a population of 1.633 million (as of 2015), Mindanao’s de facto capital indeed needs more than a billion to cover expenses for its entire constituents. It can be noted that Davao City earned around P9 billion in total operating income in 2018.


Zamboanga City ranked second to Davao in terms of spending on education sector, followed by Iloilo City, Bacolod City, and Cebu City.


Cebu City topped in Visayas and Mindanao in spending for health sector last 2018. It can be noted that Iligan City ranked third in the same sector as the city poured money on health than in education and social services.


Cagayan de Oro, on the other hand, spent the biggest chunk of cash on social services, larger than that of Cebu, Davao, Iloilo, and Bacolod combined. The city had spent P776.55 million last year, followed by Zamboanga City with P189.88 million.


The data was published by Bureau of Local Government Finance this year.
